Here’s a brilliant idea. Keep them honest by doing the carrot in front of the donkey. No mo’ bonus if you cheat, kill Vets or give the construction contract to your brother in law. Makes perfect sense.

Veterans Claims Help 
Ummmmmmmm, am I reading this correctly? You are getting a “bonus” but you have to wait until the following year to collect it? Is that wait measured in normal time or are they referring to payment after each quarter? Confusing and inept as far as I can tell.
