Here’s the site to access VAOPGCPREC decisions. These are decisions by the Office of General Counsel Precedent interpretations of 38 CFR. they teach the RO folks how to read and interpret the CFRs correctly. Occasionally, VASEC rewrites a regulation to more closely parallel Congress’ intent in writing a statute-or not. When the CAVC comes down with a new interpretation of law, the OGC is sometimes forced to rewrite their regulations to reflect the change.
